Dr. Jean-Pierre Picard

Brigadier-General (retd) Jean-Pierre Picard is a Doctor of Dental Medicine and retired senior leader of the Canadian Armed Forces with more than 36 years of distinguished service in military healthcare and dentistry. Commissioned in 1990, he progressed through clinical, command, and strategic leadership roles across Canada and internationally, including deployments with NATO and senior appointments overseeing national dental policy, programs, quality assurance, and clinical infrastructure. A specialist in periodontics, he served as Chief Dental Officer of the CAF and Head of the Royal Canadian Dental Corps from 2018 to 2024, and concurrently as Director General Health Services – Clinical. Promoted to Brigadier-General in 2023, he later supported Health Canada in establishing the Canadian Dental Care Plan Centre of Expertise, where he now serves as Executive Director. Highly decorated and widely respected in organized dentistry, he is a Fellow of multiple national and international institutions and currently serves as Chair of the Board of the Royal College of Dentists of Canada.
